Anyone can apply and anyone can read the queue. Approvals and rejections are both recorded on chain, and a rejection carries the reviewer’s reason. Nothing here is a registered asset until a reviewer has said so.

The first application to register an asset could be yours. It costs one transaction and whatever gas that takes; there is no other fee, and applying is public from the moment it lands.
