Anyone can apply, publicly and on chain. What you submit here is a claim about a real thing — where it is, who holds title to it, what it was valued at — and it is recorded in the open queue for anyone to read.

You apply
Eleven fields are written on chain in one transaction. You pay gas; there is no other fee.

A reviewer decides
A reviewer confirms custody and reads the documents. Approval registers the asset and gives it an id. Rejection is recorded too, with the reason.

You claim your Squares
Approval does not mint anything to you. You pull your own Squares from the queue page in a second transaction, once the asset exists.
Applying is not registering. Until a reviewer approves it, an application is a public statement of intent and nothing more — no Squares exist and no asset id has been issued.
